In 2015, the Quality of Death Index published by The Economist Intelligence Unit ranked China 71 out of 80 regions in terms of the quality of palliative care available. Recognizing the lack of systematic palliative care structure and fundamental training in China, the Asia Pacific Hospice Palliative Care Network (APHN) launched the "China Train-the-Trainer Programme" in mid-2021 to develop systematic training for healthcare workers in China, with a focus on cultivating palliative care trainers. Due to the pandemic, the training was conducted online and completed in October 2022. A total of 102 trainees from 22 hospitals and institutions across seven provinces and two municipalities completed the training, which included 40 hours of fundamental teaching sessions and 40 hours of clinical case discussion sessions. The training was supported by 30 volunteer faculty from five sectors: Singapore, Malaysia, Hong Kong, Taiwan, and Mainland China. The programme has been successful, and a post-training survey found that over 90% of participants were highly satisfied with the training and would recommend it to others. The number of palliative care outpatient services has increased by 13%, the number of dedicated beds for palliative care services has increased by 3%, and the monthly average number of patients admitted to palliative care units has increased by 94%. More institutions have expanded the number of dedicated beds for palliative care services, and some trainees have been invited to serve as department heads of palliative care units in other hospitals/institutions or to provide relevant training to help other institutions build up and carry out palliative care services.
